Choose EUC-KR if an older TV or player shows broken Korean characters. EUC-KR can't hold some characters, like emoji, and you'll see how many before you download.
What you get depends on the document. A transcript with times on its lines, such as [00:01:23] or 0:12, keeps those times. Plain prose has none, so each subtitle is timed from reading speed, about 17 characters a second, and the page says so. Those times are estimates: line them up with the video afterwards using two-point sync.

Questions
How do I convert a Word document to SRT?
Drop the .docx above and save the SRT.
Will the subtitles match my video?
If the document has timestamps, yes. If it's plain text, the times are estimates, and two-point sync fixes them with two points from the video.
What about older .doc files?
Save them as .docx in Word first.
