25 fps for European broadcast. 30 if your project runs at 30 or 29.97.
EBU STL (Tech 3264) is a binary format: a header describing the programme, then one block per subtitle. Pick 25 fps for European broadcast or 30 (29.97) for North American. Times are rounded to whole frames, rows hold up to 40 characters with longer lines rebroken, and colour and inline styling other than italics are dropped. A character outside STL's Latin character set is written without its accent, or left out if it has no plain letter.
