Combined in this order. The first file is the base: each file after it is added to it, and the merged file is saved in the same format as the first file unless you choose another below.
Add another file to merge it with the first. You can choose or drop several at once.

Read as — change it
The preview below re-renders as soon as you change this.
This format stores times as frame numbers, so it has no meaning without a rate. We don't guess one.

Choose EUC-KR if an older TV or player shows broken Korean characters. EUC-KR can't hold some characters, like emoji, and you'll see how many before you download.
The table puts each subtitle's start and end time beside its text. Plain text gives one paragraph per subtitle, with no times.
With times puts each line's number and its start and end time beside it. Text only gives the words alone, without numbers or times.
Players show one subtitle track at a time, so the trick is to make one file that holds both languages. Lines whose start times fall within half a second of each other are stacked together, the second language under the first. Give each language its own place on screen and tint the second one, and save as ASS for VLC and mpv, or as SRT for any player or TV.
Questions
How do I make dual subtitles?
Drop the first language, then the second, and save. "Stack them together" is already selected.
Does this work on Netflix or YouTube?
Not directly. In a browser, a dual-subtitle extension is the way. This page is for subtitle files you play in VLC, Plex, mpv, Kodi or on a TV.
Which language goes on top?
The first file you drop. To swap them, start again and drop them in the other order.
What if the two files don't line up?
Fix the timing of one first with Shift subtitle timing, then merge.
