This format stores times as frame numbers, so it has no meaning without a rate. We don't guess one.

Teams transcription works from the meeting recording, which Teams keeps in OneDrive or SharePoint rather than on your computer. Download it and drop the MP4 here. The words come back to copy, or to download as text, Word, SRT or VTT. No bot joins your meetings and there's no account to make.
Questions
Where is my Teams recording?
In OneDrive, in the Recordings folder of whoever started the recording. For a channel meeting it's in SharePoint instead. Open the recording there and choose Download.
Can I get the transcript as subtitles?
Yes. Download SRT or VTT instead of text or Word, and each line keeps its start and end time.
Does it show who was speaking?
No. The transcript has every word in order, without speaker names.
How long can the meeting be?
Up to 90 minutes, with the audio under 95 MB. It comes out of the free 90 minutes a day, with no account.
