This format stores times as frame numbers, so it has no meaning without a rate. We don't guess one.

Russian is one of the strongest languages here, and a clear recording usually needs only light corrections. The text is written in Cyrillic, and subtitle files are saved as UTF-8, which every modern player reads. Download it as plain text, or as SRT or VTT subtitles with a time on every line.
Questions
My player shows the Russian subtitles as strange symbols. Why?
It's reading the file in the wrong encoding. The files from this page are UTF-8. An older file saved as Windows-1251 can be re-saved with Fix subtitle encoding.
Does it work for Ukrainian?
This page expects Russian. For a Ukrainian recording, use Audio to text, which detects the language for itself.
Can I transliterate the text into Latin letters?
Not here. You get the Russian as written.
Does it translate Russian into English?
Yes: translate Russian to English audio. This page keeps the text in Russian.
