This format stores times as frame numbers, so it has no meaning without a rate. We don't guess one.

This is TXT to SRT with a WebVTT file at the end, the format the HTML5 video player and most web players want. A transcript with timestamps keeps them, and each one starts a caption. Plain text with no times is split into captions and each one is timed by its length, about 17 characters a second, so check them against the video before you publish.
What changes when you convert TXT to VTT
Nothing is lost
Everything TXT can express has an equivalent in VTT, so the converted file carries the same timings, the same text and the same formatting.
Questions
How do I convert a TXT file to VTT?
Drop the .txt above and download the .vtt. Timestamps in the file are used as they are; without them, timings are estimated from reading speed.
Which timestamp styles does it understand?
A time at the start of a line, with or without brackets: [00:01:23], (01:23), 00:01:23.456 or 0:12. A time on its own line above the text works too, and so does a speaker name next to the time.
Do speaker names stay?
Yes. A name at the start of a line, like ANNA: Where were you?, stays at the start of the caption.
Can I use the file on my own website?
Yes. Point a <track> element inside your <video> tag at the .vtt file. SRT to VTT has the exact line to copy.
